I don't know much about surgery in Japan, but I believe that most surgeons (in the major clinics at least) in Korea are highly skilled. The reason they may charge less than their Japanese counterparts is purely because there is a greater number of clinics in the area, and the competition encourages them to lower their prices in order to attract more customers - the services are not cheaper because there is something 'wrong' with them.

That being said, the most important thing is finding a surgeon who understands exactly what you want, and is skillful and experienced enough to be able to give you those results. If that person is in Japan, go to Japan! It's your body, your money and your life, so find the one that's right for you, even if it takes some time or a little extra money :)
