I believe it's when school is over (break) and especially when it's cold (it helps for the swelling part).

Most likely during summer break and graduation time period because many people get procedures done as graduation gifts.

You can get discounts during peak seasons right? Or it still depends on the clinic? -_-

You might be able to negotiate individually more during "off" seasons, but I think plastic surgery clinics often have packages or discounts during peak season - probably because they need to compete with all the other clinics for the customers. I have definitely seen things about various plastic surgery deals during certain times of the year (I think the one I specifically saw was for the summer) but I don't speak Korean so I couldn't tell you much more than that. If your schedule is flexible, ask SeoulTouchUp when the best time of year to come would be based on your budget and what you want to get done. They can probably help you find a package or discount that will suit you.

What do you mean cold helps with swelling?

Cold makes swelling go down, which is why they tell you to ice your ankle if you sprain it for example. But unless you are going to be outside a lot it probably won't make a huge difference. It might help the swelling go down a bit faster overall but I think the timing is more to do with the timing of breaks, as Nanawo originally said. Might also be that people are less likely to want to go outside when it's cold than during the summer - it would suck to not be able to play with your friends when the weather is nice but when it's cold you want to stay inside anyway, and since most people don't want to be walking around with a swollen face that could also contribute?? But this is all conjecture tbh

My concern with traveling during peak issues though is that it might coincide with peak airline ticket prices as well. :\ Although certain peak seasons, such as back-to-school, might be the best time to go since people are supposed to prepare to return to classes!
